Learning from National Adaptation Plans: MEL systems in the context of the GGA and Belém indicators

With 172 countries now having national adaptation plans, strategies or policies in place, the global community has made historic progress in climate planning. However, how do we turn these strategic documents into measurable, trackable resilience on the ground? To address this challenge, the UAE Framework for Global Climate Resilience set an ambitious mandate: by 2030, all countries must design, establish and operationalize national monitoring, evaluation and learning (MEL) frameworks.
In this next session of the UNDP Adaptation & Resilience Dialogues, the practical realities of building these MEL frameworks will be unpacked, including the significant institutional, technical and financial barriers, especially for Least Developed Countries (LDCs) and Small Island Developing States (SIDS).
Drawing on lessons from UNDP’s global National Adaptation Plan (NAP) portfolio, the discussion will feature practical insights into designing systems that align with global benchmarks like the Belém indicators, demonstrating how robust tracking can move beyond administrative compliance to become a powerful tool for unlocking climate finance.
Speakers will share practical experiences and lessons from across regions, covering:
- Operationalizing the 2030 mandate - Defining the institutional capacity and technical milestones required to establish functional national MEL systems.
- Connecting global to local - Navigating the alignment of national tracking frameworks with the Global Goal on Adaptation (GGA) targets and the emerging Belém indicators.
- Unlocking finance through evidence - Exploring how transparent, data-driven MEL systems build international investor confidence and accelerate resource allocation for adaptation priorities.
